Based on the realistic needs of agricultural cooperation between China and Central & Eastern European countries, China Association for the Promotion of International Agricultural Cooperation (CAPIAC) is entrusted by the Department of International Cooperation of the Ministry of Agriculture and Rural Affairs of the P.R.C to undertake the “Promotion of Agricultural Human Resources Cooperation between China and Central & Eastern Europe” project. “China-Central & Eastern Europe International Agricultural Cooperation Forum” was held in Chengdu on November 24th, together with the sub-forum “China-Central & Eastern Europe Talent Exchange Forum (Bulgaria Session)”.

CAPIAC is a national organization approved by the State Council in 1998, registered at the Ministry of Civil Affairs, and managed by the Ministry of Agriculture and Rural Affairs. It aims to promote international communication and cooperation in agricultural resources, technology, information, and trade. The “Promotion of Agricultural Human Resources Cooperation between China and Central & Eastern Europe” project aims to build a platform for agricultural human resources cooperation between Bulgaria and China, facilitating the establishment of a mechanism for agricultural talent communication and cooperation, thereby opening up new opportunities for investment, economic and trade cooperation between the two counties. The Association has several committees, including: The International Cooperation Committee of Animal Welfare, Belt and Road Development Center, Tea Industry Committee, Agricultural Technology Transformation and Industrial Development Committee, Functional Agricultural Products Committee, Pet Industry Committee, Tertiary Industry Integration Development Committee, Rural Revitalization Committee, Committee on International Trade of Agricultural Products, Committee on International Trade of Aquatic Products.

In order to efficiently meet the supply and demand of agricultural human resources between the two countries, formulate a talent exchange and training plan, Bulgarian specialists introduced the Bulgarian agriculture, associations, enterprises, scientific research institutes and projects during the online Forum.

The Bulgarian Session of Agricultural Talent Exchange was opened by Mr. Guan Dahai, Deputy Division Director, European Affairs, Ministry of Agriculture and Rural Affairs of the PRC, followed by the welcoming speech of Mr. Vasil Gelev, Executive Director of the Association for the Promotion of Agricultural Cooperation between China and Central and Eastern European Countries (APACCCEEC), Ministry of Agriculture, Food and Forestry of the Republic of Bulgaria.

Introduction of the Bulgarian Agriculture was presented by Mr. Adrian Georgiev, State Expert, Desk Officer for the PRC, European Coordination and International Relations Directorate, Ministry of Agriculture, Food and Forestry of the Republic of Bulgaria and Prof. Elena Todorovska PhD, Agricultural Academy, Ministry of Agriculture, Food and Forestry, Republic of Bulgaria. Velin Djidjev, General Secretary, Balkan Trade and Investment Chamber offered to the audience a Project Introduction of Bulgarian Agricultural Cooperation.

At the end of the session, two signing ceremonies were held. A Joint Declaration was signed by Xi Chunling, Vice President & Secretary General of CAPIAC and Vasil Gelev, Executive Director of APACCCEEC. The two parties agreed to strengthen the training and exchanges of agricultural talents between China and CEECs, and to further promote agricultural talents flow between China and the CEE countries, and shall stimulate bilateral and multilateral trade and investment between China and CEECs. Active and fruitful cooperation between APAC and CAPIAC shall develop in the near future bringing practical mutually beneficial results.

A Talent training cooperation between Jiangsu University and the University of Food Technologies Plovdiv, Bulgaria was signed by their leaders –Yan Xiaohong, President of the Jiangsu University and Prof. Plamen Mollov PhD, Rector of the University of Food Technologies – Plovdiv, Bulgaria.
